In 19th century India, when the British decided to strangulate and kill the ganja culture that had existed for thousands of years, one of the key measures they took was to reduce the number of retail outlets that sold ganja. Another was the regulation that ganja could only be sold with a retail license. In addition, approval was required from the local community before one set up a ganja retail outlet in its midst. This, along with the raising of prices and taxes, and reduction in areas of cultivation, ensured that India's ganja culture had a slow and painful death. Before this, ganja was sold in retail outlets like any other commodity. The country's poor, who were the majority and main consumers of ganja, procured their ganja easily, cheaply and were relatively unnoticed by the country's upper classes and upper castes. The retail outlet was a simple shop, similar to a grocers, and sometimes the grocers shop itself, where piles of different varieties were place in the open or in jars or in the form of sweetmeats. People selected the cannabis that they preferred, and the seller weighed the required amount and wrapped it up in a suitable wrapper and handed it over to the buyer, just like any other commodity. With the reduction of retail outlets, large numbers of persons started gathering at the retail outlets. The presence of what appeared to be undesirable, low class and low caste elements in their midst brought the ganja culture to the notice of the ruling classes and further fueled the desire of these classes to prohibit this loathsome and evil behavior, according to the ruling classes that is. Even then, it is said that in large cities and towns there were retail outlets for every 10,000 or so individuals.

Today, in the US, that glorious champion of global cannabis prohibition, we are witnessing a reversal of this process. Where once cannabis was prohibited, retail outlets can open under license. There is a growing impetus to open more retail outlets so that their density increases. Localities where cannabis retail outlets open are becoming much in demand and real estate prices are going up.
 
In the newly emerging world of legalized cannabis, retail is where the plant meets the recreational consumer after its long journey from seed to store, through multiple business and regulatory processes, . During times of prohibition the concept of retail outlets did not exist, as the grower often directly handed over the plant to the consumer in exchange for money at some street corner. This still happens in most places where the black market dominates the world of cannabis. But in places where adult recreational and medicinal use of cannabis has been legalized, the plant is purchased by the end customer from a dispensary, as in the case of medical cannabis, or from a retail outlet, as in the case of recreational cannabis.

With money flowing into the cannabis industry, retail outlets are rapidly evolving, from small basic stores to high end outlets, with display and decor comparable with any other on the main street. Retail outlets are competing with each other to provide the most pleasant shopping experience to the cannabis consumer. Big retail organizations are looking at the feasibility of entering into cannabis retail. This is far from the days of constantly looking over your shoulder, for fear of getting into trouble with law enforcement and criminals, as a buyer or seller, and worrying about the quality of the product. Today, products are placed on display in attractive packaging, and there are bud tenders and sales staff to assist you, and to ensure that you find the product best suited for your needs. Retail outlets sell not just cannabis flower, but also concentrates, edibles, wellness products, accessories and so on. As cannabis becomes an increasing part of food, beverages, wellness products, cosmetics and other areas, we can expect an increase in not just exclusive cannabis retail outlets, but also, more and more traditional retail outlets stocking cannabis and cannabis based products.

Cannabis retail is one of the biggest new entrants to the retail field. Though the number of retail outlets are still few in number, compared to the demand, they are rapidly growing in places where cannabis is legal. Estimates are that there should be at least one retail outlet for every 10,000 persons in Los Angeles. This means that there is a huge gap between what is currently available, and what is required. In Massachusetts, the regulatory body for cannabis estimates that there will be 4 to 8 retail outlets opening every month, as the pace post legalization picks up. The retail outlet is starting to become an indicator of a locality's prosperity and progressiveness, as against the past, when a locality with a place that sold cannabis was to be shunned and was discouraged by the majority. Studies are showing that, in Colorado and Washington, the real estate prices of localities with cannabis retail outlets are much more attractive than in surrounding localities.

One of the major hurdles to the expansion of cannabis retail outlets is the reticence of local municipal bodies to the opening of these outlets within their localities. Even in the 23 states that have legalized recreational cannabis, the vast majority of cities, towns and municipalities still continue to ban the opening of retail outlets, thus enabling the black market to continue to thrive. Many cite that the location criteria that a cannabis retail outlet must meet are overly stringent, thus making suitable locations few and far between. There is a need for regulators to revisit this criteria and make it less stringent. There still needs to be evolution in public opinion. Stigma around cannabis still exists among the vast majority of the public after decades of misinformation and false propaganda against the cannabis plant. As the knowledge and awareness increases that cannabis is more like tea or coffee, than alcohol or heroin, the opposition of localities to the opening out of more retail outlets should decrease.In many places, local municipal bodies demand unreasonably high tax rates for the establishment of a retail outlet, thus hampering it.

In Canada and Uruguay, retail outlets are government controlled. In many places where cannabis is legalized, but retail sales are yet to begin, people are dependent on home growing or home delivery to meet their needs and access cannabis. In some places, wine and liquor retail outlets are offering retail shelf space for cannabis products to leverage their existing retail infrastructure. In many places where dispensaries exist for medical cannabis, dispensary owners are converting their outlets to recreational outlets, by upgrading their licenses to tap into the much larger recreational market.

There are growing instances as well, where retail outlets have their adjoining social consumption areas, where the consumer can enjoy the product brought at the retail store. When the Covid pandemic hit the world in 2020, cannabis was declared an essential service in many of the states in the US. This meant that cannabis dispensaries and retail outlets could continue to sell cannabis like pharmacies, food, alcohol and other services considered critical for society. This classification of cannabis as an essential service, is one of the most visible indicators that cannabis, and its retail, have truly returned back to main stream society in the US, after the decades of prohibition. Sales of cannabis reached new peaks during the Covid lock downs, showing that the labeling of cannabis as an essential service is not misplaced.  The lockdown also provided a boost to delivery companies and e-commerce with large numbers of consumers opting to have heir cannabis delivered to their doorsteps.
 
Increasingly, we are seeing the opening of retail outlets in key cities in other parts of the world as well. Many of them do not sell high THC cannabis but offer products containing cannabidiol or CBD, which currently does not face the kind of legal restrictions that THC faces. As the world becomes cannabis aware once again, cannabis retail is a sleeping giant that is starting to wake up. And that means great news for the world's people...especially the ones who prefer to walk into a shop and buy cannabis, have the money for it and do not want to go through the pains of growing their own plant. There are many who fit this class of users, and they are usually more affluent than the rest. For the rest of the world, its vast majority, the global legalization of home growing of cannabis remains the most urgent legislation...

Homes located near cannabis retailers are more likely than others to appreciate in value, according to an analysis provided by Tomo Real Estate.

Analysts assessed the relationship between cannabis retailers and home prices in three states: Colorado, Michigan, and Oregon.

Researchers examined annual increases or decreases in median home prices in zip codes with a dispensary compared to median home price changes in the surrounding zip codes.

Researchers concluded that homes located in towns with dispensaries experienced, on average, an annual increase in home values of $4,400.

Despite the weekend bump in sales and anecdotal successes, it appears total sales for April 20, 2024, will not eclipse the 2023 mark.

Seattle-based cannabis industry analytics provider Headset tallied $83.6 million worth of cannabis product sales across the markets it tracks in the United States and Canada.

That total is down 16% year-over-year, as 4/20 revenue in 2023 eclipsed $100 million in 10 states and four Canadian markets alone.

Infused beverages were a surprise breakout category for sales this 4/20, with unit sales skyrocketing 206% from last year.

The opening of state-licensed marijuana retailers does not negatively impact local crime rates, according to data published in the journal Annals of Regional Science.

Researchers with John Hopkins University and the University of Hawaii assessed the relationship between dispensary openings and neighborhood crime rates in Washington state’s three largest cities. Investigators reported that marijuana retailers “have a null effect on average local crime.”

They concluded: “Many North American jurisdictions have legalized the operation of recreational marijuana dispensaries. A common concern is that dispensaries may contribute to local crime. … The random assignment of recreational marijuana retail licenses in Washington State provides a unique opportunity to identify the causal effect of dispensary openings on local crime. … Combining lottery data with detailed geocoded crime data, we estimate that the presence of a dispensary has no significant impact on local crime in the average neighborhood.

A recent study of Canadian stores shows that proximity might be a key to that equation.

The research found that people who lived less than about 1.9 miles (3 kilometers) from the closest regulated marijuana retailer were more likely to source cannabis from a legal store.

Experts agree that cannabis retailers should take into account store location and density during their planning.

'Annual global legal sales of adult-use cannabis are projected to double those of legal medical sales by 2025, despite the higher number of medical markets globally.

While 10 countries in the world have approved cannabis for adult use, only six have adopted systems for regulated distribution of high-THC cannabis products. 'The Canadian province of Ontario, the country’s biggest market with a population of nearly 14.8 million people, now has at least 1,000 licensed cannabis stores.

The government-owned Ontario Cannabis Store (OCS), the monopoly wholesaler to those stores, said in a recent blog post that the 1,000th cannabis retailer was 6 of Spade, a Black-owned business that opened Aug. 20 in Toronto.

The 1,000-store milestone marks a period of rapid market growth in the Ontario market, which initially suffered from a slow cannabis retail rollout that led to an early deficiency in legal retail outlets and correspondingly low sales.

Ontario’s store count finally surpassed the smaller province of Alberta this past April.'

'A Native American tribe in upstate New York is taking applications for adult-use marijuana retail licenses and said it plans to respond to each application within two weeks of filing.

The Saint Regis Mohawk Tribe, which has a reservation near the Canadian border in Akwesasne, approved recreational marijuana in a community referendum in December 2019 and is keen on launching sales as soon as possible.

However, prospective licensees must first submit an adult-use cannabis business preclearance form if they haven’t done so already, the tribe said in a news release.'

'Retail sales of legal adult-use cannabis in Canada increased to nearly 318.7 million Canadian dollars ($246.9 million) in June, growing more than 1.7% from the previous record set in May.

The seasonally unadjusted national retail sales figure released Friday by Statistics Canada represents a fourth consecutive month of growth for Canada’s regulated cannabis sector, despite the fact June has one fewer day than May.

Statistics Canada’s sales total for May was revised downward slightly to CA$313.2 million.

Year-over-year, June recreational cannabis sales in Canada increased by 58.5%.'

'Their report indicates that adult-use retail stores are integrated throughout most of the state.

“Over 80 percent of Michiganders now live within a 20-minute drive of an adult-use retail store,” said Brian Peterson, AEG director of public policy and economic analysis. “Our analysis shows that the retailers have established themselves across the state in order to meet consumer demand for cannabis.”

The Michigan experience differs from that of some other states, like California, where a majority of cities have prohibited the establishment of local retail stores. 'Consistent with prior studies, investigators identified virtually no incidences of retailers selling cannabis to patrons without first validating that they were age 21 or older.

They reported, “California laws further require ID check before any purchase, and overall compliance with this rule was high at 678 [out of 700 eligible] RCDs [recreational cannabis dispensaries] (96.8 percent).”

'The Denver location of Colorado marijuana retail chain Strawberry Fields is the city’s first recipient of a cannabis delivery license.

Possessing that permit means Strawberry Fields may legally offer marijuana delivery in Denver once the business makes arrangements with a licensed transport service, a city official told MJBizDaily via email.

The retailer told Denverite that it intends to start working with transport service Doobba to provide direct-to-consumer delivery once the city approves the transport company’s license.

The Denver City Council approved cannabis delivery in April through a program that gives priority to social equity applicants.'

'Americans spent more than $12 billion on legal cannabis products in the first six months of 2021, according to data analyzed by Leafly and Whitney Economics.

That’s nearly as much as Americans spent on milk in all of 2020. According to the Dairy Farmers of America, consumers spent roughly $12.6 billion on milk last year.

Cannabis sales topped $18 billion in 2020. The six-month trend in 2021 puts the industry on pace to reach $25 billion to $26 billion in sales by the end of the year. That would represent a year-over-year revenue increase of roughly 35%.

That growth would continue the cannabis industry’s position as the nation’s fastest-growing industry. In 2020, sales revenue increased roughly 60% over 2019, driven by increased buying during the coronavirus pandemic. '

'The author added, “We found that cities with more dispensaries are positively correlated with higher home values, suggesting legalization boosts jobs and economic growth. … With each new dispensary a city adds, property values increase by $519.”
