Cannabis and Connecticut

Connecticut is gearing up for adult recreational use of cannabis legalization in the near future. A number of factors indicate that this could be a reality very soon. Massachusetts, the northern neighboring state has legalized recreational use making it a 30 minute drive from Connecticut for persons wishing to access recreational cannabis. The number of medical conditions for which cannabis can now be prescribed by physicians in Connecticut is 31. Recent surveys have indicated that a majority of voters in the state are in favor of adult recreational use. The governor of the state, Ned Lamont has said that legalizing cannabis for adult recreational use is one of his priorities. Many experts say that with the backing of lawmakers and the existing infrastructure of medical cannabis use growers and distributors, legalizing in 2020 is achievable.

Some of the provisions of the proposed recreational cannabis laws are likely to be home growing with cultivation of about six plants being allowed, cannabis being made legal for 21 years and above and home delivery of the plant and its products. Some of the areas that need to be addressed as per common agreement are expungement of cannabis related convictions and equity for those who have been disproportionately harmed through the war on cannabis over the last many decades.

At least 35 US states have legalized cannabis for medical use so far. The federal US government however continues to keep cannabis in the Schedule 1 list of banned substances saying that it has no medicinal value. The list of US states that have legalized adult recreational cannabis is available here. All these states have legalized cannabis for adult recreational use, aimed specifically at improving public health, ensuring equity reducing crime, decreasing the black market, improving law enforcement, reforming criminal justice, improving the economy, agriculture and industry, to name just a few reasons.

Listed below are articles taken from various media related to the above subject. Words in italics are the thoughts of your truly at the time of reading the article.

'The researchers estimate that it costs about $19,000 per acre to grow hemp, including $6,570 in fixed costs and $12,719 in variable costs, meaning costs that change with the level of production. The yield per acre is dependent on many variables, such as local prices, CBD content, and total dried flower harvested.

At the prevailing local price, farmers can expect to earn roughly $24,375 in revenue per acre, for a profit of between $5,086 and $11,656, depending on those variable costs.'

'The bipartisan legislative panel, according to the Connecticut Post, also agreed with a state Board of Physicians recommendation in late September 2019 to add Ehlers-Danlos syndrome. The syndrome can cause pain in the joints or muscles.

The new regulations will be submitted to the secretary of state’s office, which will post the regulations online. At that point, the regulations will be final.

Chronic pain, which Connecticut defines as pain that has lasted at least six months, generally is a leading sales driver for MMJ markets.'

'Regulators have expanded the pool of patients eligible for medical cannabis access to include those with Ehlers-Danlos Syndrome and persistent (lasting more than six-months) chronic pain.

Physicians in Connecticut have the option of recommending cannabis therapy for patients suffering from over 30 distinct conditions, including epilepsy, multiple sclerosis, and post-traumatic stress. Over 41,000 residents are registered with the state to obtain and consume medical cannabis products.'

'“It’s something I would support, and I don’t want the black market controlling marijuana distribution in our state,” Gov.-elect Ned Lamont (D) told reporters at a press conference on Monday. “I think that’s a lousy way to go.”

“We’re going to have a legislative session. It’s going to be one of the priorities.”

Lamont suggested that legalization in nearby jurisdictions provides extra incentive to legalize cannabis sooner rather that later.'

'The chances of Connecticut giving the green light to recreational marijuana increased dramatically when Democrat Ned Lamont won the race for Governor earlier this month.

Now, with hundreds of people lining up just 30 minutes north of the state border in Northampton, and Leicester, Massachusetts to legally buy marijuana and marijuana products, there will be more urgency on the issue.'

'On Thursday, more than a quarter of the members of the state House of Representatives jointly filed a bill to end marijuana prohibition and create a system of legal, taxed and regulated sales for adults over 21.

Home cultivation of up to six plants would be allowed, as would delivery services. The legislation would also expunge prior marijuana possession convictions.

Forty-two out of the chamber’s 151 members are already signed on to the proposal as cosponsors. That includes the chairs of the key Judiciary and Appropriations Committees, as well as the House majority leader.'

'Several House Democrats in Connecticut on Thursday unveiled draft legislation to legalize adult-use marijuana under a tightly-controlled framework, becoming the latest Eastern state to push for recreational legalization.

Businesses wouldn’t be able to get licenses to both cultivate and sell, according to New Haven TV station WTNH, and taxes would total roughly 20%.'

'Legalization supporters generally support the legislation, though they’ve made several recommendations to improve it. For example, the Marijuana Policy Project wants the expungements provision to apply to all prior cannabis convictions and for the bill to allow home cultivation. Advocates have also pushed for stronger provisions providing equity in the cannabis industry to communities historically targeted by the war on drugs.

Possessing marijuana from an unauthorized source would also be prohibited under the bill, which is another policy advocates oppose.'

'"If we pass this at the end of the session in June and the Governor signs it and we use the existing infrastructure that we have for medical marijuana with our distributors and our growers already in place, I feel like we could have sales by the end of the year," said Rep. Mike D'Agostino (D-Hamden), the co-chair of the General Law Committee. That's the committee likely to have the first public hearing on marijuana later in the month.'

'Gov.-elect Ned Lamont (D) said during his campaign that marijuana legalization is "an idea whose time has come." He followed that up after his win on Election Day by pledging during a transition press conference that moving on the issue will be one of his "priorities" in 2019.'

'In Connecticut, several House and Senate proposals seek to fully legalize cannabis for adults 21 and older and also establish a commercial market. The Senate version was introduced on Thursday by Martin Looney (D), the chamber’s president, who also sponsored a legalization bill last year. More than a quarter of the House jointly filed a bill to legalize earlier this month. A third legalization proposal puts a focus on social justice by establishing a “cannabis equity policy through open legalization of cannabis” and includes provisions such as diversity requirements and justice reinvestment.'

'Connecticut regulators added another ailment to the list of conditions that can be treated with medical cannabis, bringing the total number of conditions to 31 for adults.

The state’s Regulations Review Committee decided chronic neuropathic pain associated with degenerative spinal disorders should be included on the list.'
