Cannabis and Ukraine

The Health Minister of Ukraine has spoken about the need to legalize cannabis for medical purposes. This is a good positive step considering the growing ineffectiveness of pharmaceutical drugs and their rejection by patients worldwide. In the US, cannabis has been approved for the treatment of more than 30 medical conditions in various states. Europe too is rapidly adopting cannabis for medical purposes with Germany, Italy, France, the Netherlands, Spain, etc taking rapid steps in this direction. The Scandinavian countries Sweden, Iceland, Finland, Denmark and Norway too are looking to decriminalize drug usage.

Cannabis legalization in Ukraine needs to be for not just medical purposes but for recreational use as well as this will go a long way in addressing health issues and reducing harms caused by the use of dangerous drugs like heroin, cocaine, methamphetamine, synthetic cannabinoids and non-medical use of prescription drugs besides the two most deadly legal drugs alcohol and tobacco. Legalization will offer the people of Ukraine a safe and proven medicinal and recreational alternative, a natural plant that has existed for millions of years. Not only will full legalization benefit the people, it will be a boost to agriculture, industry, trade, tourism, business, the environment and the economy. The vast amounts of money being spent on cannabis prohibition law enforcement and the incarceration of individuals can be put to better use.

Legalizing for medical purposes only or decriminalizing cannabis will mean that only a few people, typically the economically well off, will get access to it. The people who need cannabis the most that is the poorest, the minorities, the indigenous communities, the elderly, the youth, the ill and women will largely have no access to the plant or will continue to be forced to interact with the black market raising the risk of exposure to dangerous synthetic drugs, or criminal activities or unjust law enforcement action.

Medical use legalization of cannabis is a first step but it needs to be taken further and full recreational use legalization put in place to realize the full potential of the plant and the healing of society.

In December 2020, the UN voted to remove cannabis from its most restricted Schedule IV category of the 1961 Single Convention on Narcotic Drugs. It does however still remain in Schedule I, which is the least restrictive. This one move by the UN itself should be sufficient to bring about the recreational legalization of cannabis in every nation and an overhaul of national drug laws.
