Cannabis and Missouri

Amendment 2, a constitutional amendment, was passed by a majority vote of 66% to 34% enabling Missouri to legalize medical cannabis. This means that qualified patients with physician approval will receive identification cards, allowing them and their registered caregivers to grow up to six marijuana plants and purchase at least four ounces of cannabis from dispensaries on a monthly basis. One unique feature of the medical cannabis legalization in Missouri is that there is no fixed list of medical conditions for which cannabis can be prescribed. Physicians will be able to recommend medical cannabis for any condition they see fit.

The amendment was backed by advocacy groups such as New Approach Missouri and national advocacy groups such as NCIA, MPP, and NORML. The amendment saw a flurry of applications for cultivators, processors and dispensary licenses. In the first week of accepting application forms, more than 250 forms and $2 million of pre-license fees were received by the health department. This rose to 418 applications and $3 million of license fees by the end of the first month. The break up of application forms were as follows:  226 dispensaries, 128 cultivators, 64 processors.

The legalization creates a licensing system for cultivation, testing, and dispensing of medical cannabis and sets up a 4% tax on cannabis sales. State tax revenue garnered will be spent on healthcare services for veterans.

One lawmaker wasted no time in initiating a bill to legalize adult recreational use even before the medical cannabis bill came into effect.

At least 35 US states have legalized cannabis for medical use so far. The federal US government however continues to keep cannabis in the Schedule 1 list of banned substances saying that it has no medicinal value.
